SITE SELECTION CRITERIA
- Location not isolated and has high degree of pedestrian and moderate vehicular traffic (Safety)
- Land is devoid of structures or hazards, provides good drainage and relief from sun
- Keep land acquisition cost to a minimum by using existing city land
- Significant presence of dog owners in vicinity
